Medicaid Personal Care Program Back to all Services
Options Personal Care Program empowers people with disabilities to manage their personal care services. Options for Independent Living offers a consumer directed Personal Care Program for people with disabilities who are:
- Medicaid beneficiaries,
- Require personal care services and
- Have identified an individual to provide personal care.
Personal care may include assistance with: bathing, dressing/undressing, prescription prosthetics, grooming, eating, mobility in home, toileting, transfer, and medically orientated tasks in the home.
Assessment and Supervision
Options Registered Nurse uses the state developed Personal Care Screening Tool (PCST) that requires observation of the personal cares requested in determining the state’s allocation of time. Options internal forms are also used to conduct a thorough assessment with the consumer and, when possible, the potential Personal Care Worker (PCW). The plan of care is developed at the meeting. The PCST is submitted via the state website to determine allocation of hours. A physician’s order is obtained.
The consumer must agree to responsibly use personal care services and have back-up support available as needed. Options does not provide emergency or back-up personal care services. The RN visits the consumer and the PCW every 50 – 60 days to review the plan of care, observe a personal care being performed and discuss any changes.
Personal Care Worker
Consumers utilizing Options Personal Care Program must have chosen an individual who they are interested in hiring. The Personal Care Worker (PCW) candidate must be at least 18 years old and, ideally, is trained in the skill(s) necessary to provide cares to the consumer. The PCW can not be a parent/guardian of a minor child or a spouse.
The PCW is interviewed by Options staff and a background check is completed. Options staff provide an orientation for the PCW which includes a review of the plan of care, timesheet requirements, safety procedures, confidentiality and basic infection control. PCWs who successfully complete the hiring process are Options employees. Options bills Medicaid for the PCW hours worked.

Referral information which would be helpful is the consumer name, phone number, member ID, Social Security Number and/or date of birth.
